What is the ignore list for?

What does it do? Does it function as some sort of 'mute' system or something?

I was going through my profile and I had never noticed it before.

Mods and admins are immune, but anyone else gets their posts spoilered. I just tested it and it is working as designed. Are you sure you're adding users to the ignore list and not he buddy list?

Fixed. For some reason (and this may apply to others, so if you're having trouble, listen up) you had the "hide ignored members' posts" option in your Look and Layout page unchecked. I checked it for you and tested it to make sure, and it's functioning as intended now.
