Mobile site issues with the header and quoting posts

I'm using an Android Droid 4, and the android "browser"

Screenshot 1: the header moves up and down the screen when I scroll. Not sure if this is intentional, but its always been like that for me.

Screenshot 2: I don't see a way to quote any posts in a thread. I can "like" and reply, but I don't see a way to quote.

It's actually there in the second image. Click the arrow under the user's avatar.

And no, it's not supposed to do that with the header, but that thing has been fucking up for everyone since the update.
