This is Latmiya, a mourning for the death of Hossein who was killed in the Battle of Karbala by the Yazidis. You might also hear them saying (haven't watched the whole video) "labayka ya hossein", which is basically "At your service Hossein", when he called for men to rally around him during the Battle of Karbala.
So why would they randomly gather and perform Latmiya?
It's not random, they get together on the anniversary of his death.
