I really have no idea. The requirements are R&D 40 and complete every mission. Are you sure it isn't there in the costume section?

How do you get the Master Certificate?
It's "beat all missions", but does that include the "extreme", "subsitence", and "total stealth" missions? What about side ops?
Dunno, I'm assuming so. I haven't done any of the extreme or substitence ones and I got it.

Dispatch missions with a yellow circle beside them. They get progessively harder.
I also have no idea how the dispatch squads work, tbh
There's an s ranked mission i gotta do, so I put all my s++ guys onto a squad. still says I only have a 50% chance of winning :/
How do you sort them into squads? It didn't explain very well Also some of the guys in my brig have a glowing dot next to their name, what's that for

CHAPTER 1 SPOILERS IN THE VIDEO
Came across another door that won't open.
Command Platform (Main), keep making your way up to the top (near the helipad). Should be on your way.
My guess is that it has to do something with a cutscene that I missed during this playthrough. Same goes for that other door on the medical platform.
I think there might be one for every platform.
Like always, I'll update if I discover anything.
Spoiler Eli usually sits at the top of the command platform, maybe it was a way to get up to him?
