I know--I'm not even saying it's ever been "done," necessarily. I'm just saying it could be done.
At the end of the day, I agree with you--I do not care about fps either way as long as its consistent, but even THAT can be made inconsistent for the sake of art. It's done in movies all the time.
Frame rate is just one facet of what people cite makes PC games function better than console games, though. There's other facets I'm trying to cover as well.

Framerate of movies and games aren't the same. Movies don't suffer from stuff like input latency and visual feedback like games do, both of which are tied directly to the framerate. But I'm saying it's possible for game developers to say, "Artistically, I think it would be better if this game ran at a low frame rate."
Not because it's "more cinematic"--whatever that even means. But for other reasons. I don't know.

I agree completely. The point that I'm making is that 60fps can't be objectively better than 30fps--I've painted a number of scenarios where 30fps would be preferable. You call it "pseudo-philosophy"--I call it making my point. If I'm not allowed to make my point, I don't know what else to do.
I wasn't calling it pseudo-philosophy on the FPS part at all. I was referring to your talk of more pixelated graphics and lower res stuff.

Verb when I said FPS drops I meant things that are running at 30 dropping below it and making it choppy
and 60 fps games also dipping into the 40's as well.
Now you may not be a fan of the whole 60fps thing, but even you can agree that if frames aren't steady, be it 30 or 60, it can be extremely jarring. In fact one of the more interesting games I wanted to look at on PS3 I avoided because of reports it CONSTANTLY dipped to 20 and blow. That's just bad.

Console wars aside, the next generation of consoles were insanely outdated before they even came out, and they already reached the top graphical performance they could.
Where as the 360/PS3 easily evolved because of the technology packed into it. They didn't do the same for next gen because of the price it would cost them.
