Honestly, $550-600 (I spent $520) will be something you'd want, otherwise what you're asking for isn't much. You're not really going to be able to do much at all with $400. Unless you want to cut very dangerous corners, but unless you're looking to play some weird indie games, don't expect top like triple a games to run great.

There is nothing wrong with them, they're just obviously not much in performance and if you're playing new stuff on console and just looking for the off the console game here or there (that isn't an RTS), then yeah you can manage more. I'm shooting for something around $500 for you, but if you want something for $400, you might as well honestly just get some sort of laptop if you're not looking to play anything triple A tier that would otherwise be on console. You'd just be wasting your money otherwise.

Not necessarily. I'll link you my build in a sec. Only difference is I upgraded my CPU from the i3 to an i5, and am about to upgrade my graphics card. That being said, I can still run everything fine, just not ultra on EVERYTHING. But what I can run is still more powerful than what consoles will offer you.

Then Russell T Davies left as lead writer and the show tanked horribly, and ever since it's just kinda been this thing that's been around and big due to Davies, but not at all worthy of a comparison.

It's been trash since Moffat took over. He's been up his own arse just because he wrote like one semi decent episode in the Tennant era and thinks he can pull of Nolan tier writing when he obviously can't. The Smith/Capaldi era and the Eccleston/Tennant era are like two separate universes at this point.
I miss Russel T Davies.
Yeah I wish he came back. It's just not fun anymore.

BoTW is good but a tad overrated tbh. My biggest gripes are that there is only 5 main dungeons and not nearly enough boss battles. The soundtrack feels lacking compared to previous Zelda games, and Durability is annoying as well. OoT is still better imo.

Yeah MM is, but it's always been in the shadow of OoT for obvious reasons, and OoT is always put on this pedestal via nostalgia that is kinda eye rolley. It's an amazing game, but just, people treat it like Jesus himself. Also yeah, a 2D Zelda will always be underrated in some form or another. I'm glad at least Link to the Past gets the attention it very well deserves. That being said, I think Link Between Worlds was one of the most disappointing Zelda games I've played in a while. The music was amazing, but other than that it was a pretty forgettable experience.

my point was though about the jeep, that it doesn't really count as a hand hold. it's a different kind of bad.
I wish I could forget about the prologue. The cutscenes were cool, but watching Snake struggle and fall over 10 times got old quick.
