Well breasts are far more obvious than arms honestly in terms of physics. And arm flag isn't really an obvious thing, ever, unless they're saggy.
I know they bounce in FF 14 when you have loose fitting cloth, but if you have armor on they don't. Don't think that contributes to the conversation, just pointing it out. 10845

I think the new Mortal Combat game did it pretty well.
You can still make someone look feminine without giving them a size G breast size and a thing that barely covers anything.
