Yes, people in rural Iran were more religious and the women would cover up more and wear burkas, but the huge difference being that they weren't forced to. Was the Shah a puppet and "dictator"? Sure, but literacy rates in rural areas were growing fast and so was the quality of life. People could make money in Iran, now they can't.
