I've been to Spain too, the beaches were not sexist at all. Allowing a woman to take her bra off on a beach or by the pool is far less sexist than countries like the UK and the US arresting women for "indecent exposure". Traveling to a country that is known to have a deadly, contagious disease going around is much different than traveling to a country with intense terrorism. There is a much more likely chance that you're going to bring home a disease, than there is that you're going to bring home a bomb. You can't "catch" terrorism.

As for the easier methods, I already partially laid that out in my previous post. It's as simple as putting more suspicion on people returning from Iraq and Syria, investigating them more, asking them why they went, etc. Arresting anyone who goes to a specific country is idiotic, IMO, and that's why I've always been against travel embargoes.
