The child's malnourished, and mentally ill. It gets fed every now and then by being kicked awake and given a bowl of greasy corn meal, and it lives in its own filth and excrement.
Everyone of age knows about the child, and most accept it. If the child were to leave the room or otherwise be treated well, all the prosperity of Omelas would end forever and the city would be destroyed. Eventually, some people choose to leave the city, and never return.

I had a long talk with my family about the recent events where Blacks are calling justice for the killing of "Their" kind.
The issue is not at its heart racism. The problem is police brutality. Police have the feeling that they are above the law and can really do anything they want without consequence. It's irritating that all the people are calling the recent events racist when the real issue is how much we should tolerate the police when it comes to their inability to actually handle situations without serious injury or death.
Some people need to be incapacitated and sometimes that means they have to be killed but that shouldn't be the first resort.
On topic a little more.
Black Culture is perpetuated by MOSTLY blacks but some white people do play a part in it. Victim-blaming and other taglines like that are often thrown out but people really need to clean up their own shit rather than ask for someone to come in and clean it up for them. Black neighborhoods and gang violence are the root of the issue and if people want to get rid of gangs and other violence they need to report and and THEN the police needs to go in and help with the situation. At the last resort they could call in the military like they did in Ferguson.
Gangs need to be labeled as the things they are: Terrorists. We have people in our country that are causing violence and killing each other and we don't do anything about it. If we actually had better resources to take out the perpetrators and take out gangs/terrorists we could put a stop to all the issues of Gang and Black Culture.
