A bit unfair tbh, except for Martin Luther and Merkel. Sure Wilhelm II made MANY mistakes, like allying Germany with the Ottomans and ruining relations with Britain and Russia, but don't act like he intentionally set out to destroy Europe. He was overall an awful leader of the German Empire. The allies were the ones to punish Germany far too severely after WWI, and also the ones to control the development of the post-war government after WWII. The Bolsheviks were to be stopped swiftly, but the Allied Powers didn't realize this in time. Except for Patton of course.
The current state of affairs of Germany, especially how their government is run, is because of the government set up by the Allied Powers.
