It feels more like what we were expecting in 2014.
Would it be worth getting for $40?
If you even remotely enjoyed Destiny 1, vanilla or otherwise, then sure. You could just wait for the inevitable DLC bundle next year though

For anyone on the road to 280, spend all your glim on mods so you don't hit the cap.
Once you hit 280 you can upgrade them to legendary, which is essentially a free +5 boost to every piece of gear

Essentially, yes. Particularly in the story, but repeatable bosses in strikes and public events usually have mechanics involved which helps break up the fight. Don't get me wrong, they're still bullet sponges, but it helps eliminate some of the tedium.
