Okay, I'm like 99% certain it's how the Xbox handles graphical processing, because I get the exact same issue on one cutscene in Halo 4 on the MCC.

I've played a lot of Halo CE and Halo 2 on 360 & they are playable, Yet Reach isn't on X1.
They fixed Reach sometime ago. The graphics and framerate shouldn't be utter shit anymore. Well the framerate probably still is.
