How isn't it murder when a guy got gunned down and shot 17 times by three cops for simply throwing rocks? There's nothing to justify using lethal force on a guy like that.
Depends on the size of the rock. If it's just like a pebble, you're right, it's not justified. If it's like a big rock, yeah um that's gonna cause some damage if it hits a cop in the head, and there's the possibility of the guy continuing to strike the cop in the head after hitting him once.
If you watched that video can you honestly say that guy needed to be gunned down?
1. After watching the video closely, it looked like the guy was throwing a massive rock 2. He turned around after he was running and looked like he was either about to charge at the officer or pull out a weapon and even went into a stance that a person holding a gun typically would. If he had his hands up after having stopped running, he wouldn't have been shot.

but legendaries vs legendaries is more akin to regulars vs regulars because it evens out
There are some Legendaries that are just as good or even not as good as regular Pokemon, hence why Pokemon like Azelf is UU and Landorus-T is OU.
