The main issue is that the game is shipping out with barely any content (4 maps), which means that players will get burnt out on the game much more quickly, resulting in them buying the DLC. It sounds like a marketing strategy to get more people to buy it. But now that the DLC has been confirmed to be for free, this shouldn't be an issue anymore.
