It is definitely a step up from the base game and The Dark Below. The story missions are enjoyable (particularly the Vault of Glass revisit) and Prison of Elders is a lot of fun. Shame about the lack of a raid, but I still have yet to actually complete the first two.
Vault of Glass is fun, Crota's End is meh.

Prison of Elders is actually really challenging at the correct level. Got good drops from it too. 
You mean it's "challenging" because enemies absorb bullets and you get bum rushed
No, because there are different objectives you have to complete (disarm bombs, eliminate a certain target) in a certain amount of time or you'll die, modifiers (enemies deal more melee damage, you take more damage while airborne, and etc.) that cause you to adopt a different playstyle, and traps scatterred around the map.

Probably, I don't plan on buying it. Really the only reason I still play Destiny is because I fell for the hype and bought the season pass along with the game at launch.

But seriously, this DLC was actually very well done and they learned from their mistakes from the last one, The Dark Below. It contains much more content, fun content. The story missions aren't horde mode. The lack of a Raid is disappointing, but the Prison of Elders is actually a very challenging, fun replacement. Customization is now a thing since any piece of Legendary armor can be ascended rather than being forced to wear Raid armor in order to be max level.
If you haven't played Destiny in a while, go play it if you bought the season pass or have money you don't mind spending
