It's partly a relic law, back from when the church used to stick it's cross into every facet of daily life. Since suicide is a mortal sin, they wanted to make it illegal because that totally stops it from happening. I imagine the hanging part might be an ironic way of saving their soul from hell, because then they'd go to purgatory or the like rather than straight to hell for forsaking creation etc etc (See: No longer paying taxes to the church)
Nowadays, it might be left alone because it allows attempted suicides to be handled by the police for prevention and the like, so taking someone to a hospital/psych ward 'against their will' because they broke the law. I have to say I haven't really refreshed myself to the extent that I ought to have on the matter though.
In terms of it being illegal though, it's a somewhat derpy way of making a law that says 'you can't kill yourself like that'. Euthanasia in hospitals or dignity clinics is another matter which provided the proper checks and balances are in place shouldn't be an issue either. Terminally ill patients who have a choice of going to sleep or dying painfully for a month it should be a non-issue, when it comes to otherwise physically '*healthy' people you would need a lot more safeguards to prevent that from being abused/used inappropriately.
*I.e disabled people/elderly/infirm being coerced into it by their 'carers', given the amount of abuse they get from those who are meant to care for them already (Not all, but a disgustingly high number) it's not really slippery slope to say that could happen.
In terms of mental illness though, that's such a field full of landmines that I'm not really inclined to go minesweeping today. I'll leave it at first and foremost, in the same way that a doctor gives you antibiotics before chopping off your leg, people should be seen by the appropriate professionals long before that becomes a card in play.
