Somewhat yes, it's a specialisation of healthcare in the same way that one might focus on genetic diseases or endocrinology >.>

The distinction remains because of the different skillsets required for the treatment and diagnoses of many of the different conditions (For now at least) so until we (or if we) reach a point where it's as simple a matter as scans and bloodtests for a mental illness (Which I'm fairly certain it isn't, and never will be) then the distinction should remain >.>

They fall under the same umbrella though; doctors, psychiatrists and psychologists all tend to work together a lot more when it comes to treating the seriously mentally ill.

Legislation wise it is important too, a patient of sound mind can refuse an operation but when someone isn't of sound mind and needs treatment - there has to be provision for that >_>
