There are so many creatures in the ocean that can cause excruciating pain and death just by touching them, things that camouflage themselves and are only seen when it's too late. People still swim in the oceans with that, and I think that's far scarier.
Considering how the public looks at sharks, it would be enough to keep most from venturing out too much.
