How did you do the hexagon effect?
I'm guessing they're the Avengers, Black Mesa and Aperture Science logos, so presumably you applied some kind of effect to them via Photoshop.
How?
It's Filters>Distortions>Mosaic in GIMP, plus a few other effects in some places like Olify, Soft Glow and transparency. Avengers lol, it's the Starfleet insignia from Star Trek.

Unless Garrus got him in a very long corridor with no movement room, Thel wins hands down.
Does he really have better shields though? IIRC the weapons in Mass Effect work in a similar manner to the mass arrays, effectively making them portable MAC guns. Those would punch through sangheili shields with ease, wouldn't they?
Oh yes they would. Though Thel's sword would cut through Garrus just as easily.

Spoiler Looks good, how did you do that stained glass(?) effect? I made it in GIMP (2.8 ) , and there it's under Filters>Distorts>Mosaic. I also have a plugin package though, so it may have come with that, but I think it's a vanilla effect. Photoshop should have something similar. And thank you!
