Van Graffs urge President Ember of the NCR to declare war on the Enclave in response of them attacking and slaughtering NCR civilians and form an alliance with the Van Graffs to combat this menace

Due to the spread of Van Graffs, all personnel travel through NCR territory up north into British Columbia, Canada where they establish a center base of operations and bring along a staggering 50,000 troops from recruitment drives and anger at the Enclave and Khans for slaughtering their friends and family.

Fortifications are being constructed and military personnel are on high-alert as scientists and engineers, working with some Boomers, continue to constrict squadrons of B-29s

Military operations are being conducted throughout the Enclave-controlled territory of Montana and taking over towns and conscripting people into service

Verti Assault Teams Storm 2 of  the Van Graffs cities. Killing every soldier in sight.
Drones drop bombs on the city as fighters cover them and bomb the city as well.
Missiles are launched at any Van Graff air vessel.
Congrats, you just slaughtered a city full of NCR civillians (Redding),killed plenty of civilians of New Reno, along with Talon Company civilians in N.Y Only place I actually control is Bitter Springs Rest are either independent cities or belong to another faction, I just do business in them

But you just pissed off a lot, I mean A LOT, of people who lost family, friends, and loved ones in your attack. They're extremely dissatisfied that the NCR or Talon Company are not doing anything abut it and thus sign up and increase the ranks of the Van Graffs

Total Military Before Attacks: 3,500
Military After: 1,750
Civilians Killed: 28,000 thousand
Military Afterwards: 32,750

I'm calling fun police here.

Fun Police: When did you contact the boomers? When did you spend several months doing the equivalent of Volare! to earn their trust? Why would they just help you raise their precious lady of the lake?

Show it from previous pages OR, it looks like the Fun Police™ will have to decide if the bomber is still at the bottom of the lake.

A side note to a few people in general, try to remember the scale we are looking at in this game. It's a lot smaller than the UN one, especially considering how everything got fucked up by nuclear missiles. Whilst superpowers like the Legion and NCR are going to be big, smaller dogs do need to try to remember to keep things proportionate <.<

Just one page ago, you were "making plans". Now, you've manage to raise and reconstruct it with no time for research? How did your people get down there? How was the ship lifted? How was it brought to wherever it was reconstructed? Did you have the tools? Did you get info from the Boomers?

As you can see, the B-29 (discovered the correct name through pre-war books) has remained in a remarkable condition despite being sunken for the past few centuries and proved rather easy to fix; all that was needed was a some metal to be replaced/repaired, holes filled, glass installed, and the wing to to be put back in place.

In order to get it raised to the surface, we sent a team to dive down and in-tact airbags scavenged from automobiles and were rigged to inflate. The air in turn caused the plane to rise as seen in this photograph. Afterwards our engineers documented the plane and noted the location where all parts go and it was carefully taken apart, parts were labelled, and transported to a undisclosed location where it was put back together and repaired utilizing pre-war documents from military installations

The Van Graffs are expert scavengers and craftsmen as we have some of the best weapons in all the wastes

Forgot to mention that I'm working with the Boomers and they have been helping with this project

Khan's aim their drones at Van Graff territory.
Van Graff have a HQ in the highly populated NCR city of Redding and a casino/store in the infamous city of New Reno. Attacking these two locations would cause the deaths of thousands of innocent civilians and bring about a large number of recruits to join the Van Graffs in revenge

Our 3rd location is situated in the town of Bitter Root, a sort of homeland for the Khans and desecrating it  would be equivalent to desecrating the Khans themselves

The Van Graffs have also completed the reconstruction of the B-52 bomber that was sunken in Lake Mead and have it on standby to conduct a bombing raid against the Khans with a large supply of mini-nukes. It's advsed that the Khans stand down or face total destruction

Expect the Van Graffs to reverse-engineer this B-52 and have the ability to produce at least 3 squadrons of it by the end of page 28

And those state decisions cannot violate Constitutional amendments - hence why no state still has slavery.
No state has slavery because the 14th Amendment bans it and indentured servitude (except as punishment of a crime) There's no Constitutional Amendment or wording in the first 7 Articles that permits the federal government to pass anything based on marriage, which is why DOMA should have never been passed in the first place

What it comes down to is how the Equal Protection Clause under the 14th Amendment is how it's interpreted. Well actually thinking about it, there's a Full Faith and Credit Clause under Article IV, Section I which says that public acts, records, and judicial proceedings of passed by one state must be recognized by all other states but there's plenty of things that are passed (like certain permits and stuff) where states don't recognize it so it's kinda hypocritical to use this tbh

I honestly don't care and just weighing the side that will use the 10th Amendment, which isn't a bad thing to do really

Van Graffs make a deal with the infamous raider gangs known as the Vipers and Jackals by bringing them into the ranks of the Van Graffs in exchange for prosperity and riches.

This deal brings a great influx of soldiers into the organization and now the Van Graffs have a force of 3,250 armed troops ready for any combat situation. These troops are armed with the finest combat armor that can be scavenged and are equipped with plasma or laser rifles and plasma or laser pistols. The Van Graff army is regarded as one of the best in the wastes and should not be engaged

You can open a branch in Vegas on the condition you bring steady supplies of food, alcohol, ammo and chems.
Make sure they don't intrude on the I95. They can go through the I15 but last I heard, it was swarming with deathclaws

Van Graffs start patrolling I95 from Camp Golf to the north all the way down to Camp Searchlight in the south. Anybody caught on this stretch will be subjected to tolls, arrests, and execution if deemed a threat. All persons or machines must identify who they are and what there business is in order for patrols to make a judgement. Caravans that are not belonging to the Van Graffs and are transporting energy weaponry and ammunition for such weaponry will have all possessions confiscated and will be escorted back to the California border

Van Graffs send out merchants and guards to major cities and towns throughout the NCR from the main HQ in the town of Redding to increase foothold of the black-market trade and commit to extortion of businesses.

In New Reno, the merger of the Wright Family into the Van Graffs are complete with the Wrights taking positions as Managers in the Van Graffs and keeping the day-to-day control of Reno. Out of fear of the Bishop Family working with the NCR to bring the city under control of the Republic, many of the leading members of the Bishops are assassinated and the remaining family is brought under control of the Wrights. The Shark Club casino is now given to the Van Graffs which provides for a large amount of extra money to be made

Out in the ruins of Boulder City, new Guards of the Van Graffs are being trained and conditioned to become a superior force along with the Merchants learning the process of building and refurbishing energy weapons. Weapons and supplies are also being sold to passing travelers making their way onto the strip

Caravans reach the Talon city of New York and distribute supplies such as energy weapons, explosives, chem recipes, medical supplies, armor, and other goods to the Talon Company military and began to set up a location in the ruins of Wall Street and begin to send out scavenging parties to search the building in the area for anything that can be sold
