Nations like Turkey, UAE, Qatar, and a lesser extent of Saudi Arabia and Egypt (though African) are the better alternatives

My brother think's that's Empire, and I've known more people to say Shogun 2, but they were weebs.

I've only played Rome 2 myself...

Having played all the Total War games I'd agree with that sentiment. I haven't played much of its expansions, but the base Shogun 2 is an excellent game and while I haven't played much of Rome 2 yet I'm not liking some of the games they made. Namely how unintuitive the UI compared to Shogun 2.
On the subject of Total War, I learned yesterday that a new title called Atilla has been announced like a few months ago apparently. Supposed to be more challenging and geared towards veteran fans of the series. They're kinda milking Rome with it though, as the video I watched had the team show off a battle as the Western Empire facing off against some Saxons

And on what settings could I play Rome 2 with my laptop?

I have Empire. I like it better than Napoleon because of more nations to play as and a larger world map. But the campaign for Empire was kinda meh and so far prefer Napoleon's

It's always inevitable

It's only "justifiable" if the populace has been subjected to it for a length of time, take North Korea as a perfect example; they see their own leader as some godly ruler and don't question him or his judgement/will. America and many places can see that it's not justifiable because every human has a defined set of natural rights

I guess it's inevitable a government will start gaining power but I see it as more of a climax, the government builds up to that point then collapses.
The government, well U.S anyway, does have the power. All it needs to do is declared martial law, repeal habeas corpus, and repeal posse comitatus
