Yes If the government doesn't have a legal reason to collect a person's information, then they can't do it. There's obviously work arounds to this, such as retrieving a straw thrown away or lifting a print from a door knob, but you can't directly take a person's information without legal justification

The officer did have a dirty record and it was caught on film that what he did was wrong Watch the ABC interview with Wilson and you can tell through his sppech and appearance that he wasn''t out to do anything wrong. He has been patrolling the worst part of Ferguson and has had no issues with the public
