Surprisingly, I haven't played a Civ 5 match with him in it.
Ghandi's origins as a nuclear warmonger stem from the original civ game. Actually he is at agression level 0 and when India is lliberated it decreases again. That caused a bug in the game because it couldn't handle negative agression levels thus causing Ghandi's actual agression level to be in the thousands. Instead of patching it, it became a part of every game in the series.
