your ps4 is also sold at a loss and the loss is made up from developer licensing costs, game sales, and subscriptions like PSN. at this stage in the console life cycle you're really not going to be able to build a more powerful brand spankin new PC for the same price as a a console. you'll have to wait a couple more years for that to be the case and even then with the current market i'm not sure how that'll play out since we have no idea how long chinese bitcoin farms will be causing the price of high end GPUs to rise through the roof. typically your cost saver with a pc is going to be on the long term since you can normally pick up games cheaper on PC than you can on console and you don't have to pay a subscription to play the online portion of most games.

this is pretty cool to know

playstation plus isn't necessary, and neither is buying games new, so console gaming really is cheaper

Go to Goodwill or a local thrift store, look around the PCs for a large case, a 450W power supply, hard drives, and RAM.

Intel G4560 $80
Sapphire RX 460 $95
Compatible motherboard $50-60

Total: ~$250

It's not feasible to get a COTS desktop or parts that will play games for $200. If you scrounge thrift stores for miscellaneous parts, you can spend your budget on the motherboard, CPU, and GPU. If you have a desktop already, you likely have many of those cheap parts you can work with.

Commercial-off-the-shelf, or a pre-built computer you can buy at a store.

Or if you use a program like CCleaner (recommended), it'll show it in the tools sections.

Honestly, $550-600 (I spent $520) will be something you'd want, otherwise what you're asking for isn't much. You're not really going to be able to do much at all with $400. Unless you want to cut very dangerous corners, but unless you're looking to play some weird indie games, don't expect top like triple a games to run great.

and if you're playing new stuff on console and just looking for the off the console game here or there (that isn't an RTS), then yeah you can manage more.

I'm shooting for something around $500 for you, but if you want something for $400, you might as well honestly just get some sort of laptop if you're not looking to play anything triple A tier that would otherwise be on console. You'd just be wasting your money otherwise.
