Talking more about Loki in Thor 1, but I'll justify myself I guess.

Loki's shtick was actually pretty decent. He wasn't going to be a shit ruler. He would've been benevolent. His line, "Your life's joy is diminished in a mad, scramble for power", was spot-on. It's called "capitalism", and it sucks.

He could've fixed a ton of shit.

It wasn't until the Avenger fucked shit up that he went off the deep end.

I can see MGO3 being a lot like Rocket League, in that I hop on every once in awhile to play a few games, but then go back to something else.

Uh, the developer could want that.

Like I said, a game with 2 FPS could be interesting to play, if done right. Obviously a game like Horizon: Zero Dawn isn't going to work well with <30FPS, because it wasn't built with that in mind.

The disconnect between Verbatim and pretty much everyone else is that he sees games as art, and whatever the developer/creator envisions is the best thing possible for the product.

Exactly. The closest thing I can think of was the Mantis boss fight in MGS1 with the "Hideo" screen thing. That shit was cool back in the day.
Arkham Asylum and Saints Row 4 had fake game fuck ups

Low FPS or resolution could be just like that. If the creator thinks it will suit their vision better, then yeah, it's better than having 30 or 60 stable FPS.

By "in general", I mean "always a thing through the entire game", especially an MMO.

Well MMOs typically aren't as artistic as a single-player game, for example, where they could utilise that FPS.

I think a game that's essentially a slideshow of <15FPS or less could be cool as a tactics game, where you have to plan out your moves ahead of time.

IDK, I'm just spitballing. But it's the developer's artistic prerogative to do what they think will be more thematic, for whatever reason.
