I can't think of any games I'd give a 0/10, but I've played some Halo Custom Edition mods that come close.
There's this one map with like 8 different releases, that's just a compilation of Sonic, Ratchet and Clank and Mario assets (probably can't even call them that tbh) thrown together in Assault on the Control Room's first open canyon bsp. I'd assume it was intended for use as a collective tag dump, but the maps were still a collective piece of shit and ripping tags from maps usually corrupts the file anyway.
Bigass also has possibly the worst map layout of any Multiplayer game including mods, but the texturing and gunplay was good enough for it to not be a 0.

Flower Fields in Paper Mario 64 has possibly the shittest track in gaming before you beat the boss of the level.
Also, the City in the Sky theme was extremely grating and dischordant in Twilight Princess. Some part of me kind of likes it, but the rest of me hates that theme with a burning passion.

I saw that happen way too many times when I would I play on that shitty BTB map Asphalt. I'm glad Bungie never fixed this because it was always hilarious to see a Wraith randomly get ejected into the sky at lightspeed.
no Wraith, Revenant or Ghost driver was safe. I have a few clips saved to my Xbox that are just as funny to watch as they were the first time, thanks to that.

Halo CE's out of map glitches basically broke CTF in most games. It was pretty fun to explore too.

Railsliding in F-Zero X was also fun to learn and use, but made even Master Difficulty a bit too easy to clock tbh.
SSB64's Turtle shell glitch was pretty funny to use with Mario's down-special but could only be done in training mode.
