I mean it was done in Shadowrun, and it wasn't a fun time, so they probably want people to have fun in the game they're playing.

you could just make it so you could filter out PC players or console players if you care so much

that's what street fighter does
it's not worth developing the infrastructure for how few people would play it. Imagine a game with 2 snipers. One sniper literally just has to click on players the other had to maneuver 2 joysticks to accomplish the same task. Sure YOU might enjoy that but most players want to fight on an even playing field.

Also street fighter is only on PlayStation and PC. Overwatch is on PlayStation, Xbox  and PC. Xbox and PlayStation can't play together (yet) do how would that work cross platform? Would PC players choose to join the Xbox server or the PlayStation served?  All that would accomplish is splitting up the PC playerbase and make longer queue times for the PC players who don't want to stomp console players

Why do moves sometimes change damage? Here's an example, and why I'm asking:
I got Lance's Gyarados down to red HP with a single Ice Beam, and he restored with a full restore. I hit it again and it goes down in one, not a critical hit. Why did that happen? Can moves randomly change damage?

Every time a regular attack is executed, the actual damage caused is adjusted by a random multiplier - an integer percentage between 85% and 100%.
In Generations I and II, the random modifier does not have uniform probability for all percentages between 85 and 100. This is because the computer will generate a random number from 217 to 255 (217 is about 85.10% of 255), multiply it by 100, and then divide it by 255, to get the random number from 85 to 100 that the computer will divide by 100 to get the final adjustment.
As a result, the odd numbers from 85 to 89 and the even numbers from 90 to 98 have a 7.69% (3 in 39) probability of being chosen, while the even numbers from 86 to 88 and the odd numbers from 91 to 99 have a 5.13% (2 in 39) probability of being chosen. The number 100, the least probable number, has a mere 2.56% (1 in 39) chance of being chosen.
In all subsequent games, the random adjustment is determined by generating a 4 bit number (0 through 15). The computer then subtracts it from 100, and then divides the result by 100 to get the final adjustment. This results in the same integer percentage between 85% and 100%, with an even distribution of occurrence.

this probably isn't a bad plan. Within the next few months there should be a few more champs, the ranked system will be out, and in a few months we should know if the game will last or if it'll be the next titanfall
Since it is going in a similar way of TF2(in the business strategy sense) this game will last. The only thing that I can see becoming a problem is the progression. Since in TF2 there is a billion different things you can do per class, each taking practice and time to learn. Which is why there is people with 4000+ hours. Overwatch is more limited in that sense but with 21 heroes, more incoming for free and many different wacky things you can do it can get some people 1000+ hours.
people go crazy over ranked ladders. If OW has a clean ranking system and season rewards, people will definitely stick around.
