Can someone explain how exactly supers will get "regulated?" What does that even mean?
Because I'm all for restricting power when necessary, but if Iron Man's plan nullifies the utility of superheroes in the first place, then I could see a problem.
Here's how it is. The Superhuman Registration Act obligates all super powered individuals to register with the United States Government and SHIELD. SHIELD would enforce the act with several registered capes. The problem is that it is obligatory in the sense that if you go save people you would get arrested. Iron Man, as the head of the teams that hunt other superheroes would send heroes and villains alike into a prison which would negate their powers and treat all of them like lowlife scum until they sign in with the registered superhumans. Cap sees this as an infringement on the basic freedoms that every American, powered or not, has. Treating other people as if they were criminals because they were born with incredible abilities (the mutant dilemma) or gained powers is evil. He sees that heroes should be registered but by choice, not forced by the government and later be used as living weapons. Here's a video that should explain everything that has to do with Civil War.

Between SSJ2 and SSJ3 there is massive increase in power, so much that Goku can't handle it for too long. Longer hair, no eyebrows, lightning aura, and muscle mass increase.

It doesn't change your appearance much it adds lightning to your aura but the power output is twice of a normal super saiyan
SSJ1 in its first appearance looked cool as hell, wasn't a fan of how it looked later on.
I think we can all agree SSJ 4 is the worst tho
