America wants to join forces with Canada to counter balance the Asian powers. As the North Atlantic Alliance.
Canada accepts and with America's help might expedite Project Pertinent seeing as the implications are mutually beneficial.

This. It took me many, many pages to get my army armed with steel swords. You literally discovered steel two pages ago, you have yet to manufacture enough to outfit your army with it.
