Brazilian Solution to the Italian Dilemma:
Britain gets the three islands.
Austria gets anything North of Rome
Germany gets anything South of Rome
Rome remains a neutral, Vatican controlled city.
Unless you three want war, I suggest you find some agreement.
I'd suggest they read others comments and not just their own. 
Germany and Austria have seemed inclined to this deal. Do you approve, or would you risk innocent lives in a foolish war?
Britain gets the city Rome and everything from the south. Deal?
You'd have a naval base in Rome (As would the other two states), on top of Corsica, Sicily, and Sardinia.
No navel bases. instead a wall dividing the city and half the country.
I'll allow Germany and Austria to weigh in.
Austria wants the northeastern territories of Italy, while Germany has the northwestern.

We just completed our enormous project of 50 ships with steel plating.
Iceland now has naval superiority with fast ships equipped with cannons.
Austria wants to buy some of these ships from Iceland.
Iceland will accept laborers or other resources such as metal/iron/coal.
