Center mass(Torso) actually. Aiming for the head could make you appear to be an assassin or someone with malice intentions. You're suppose to shoot to incapacitate or end a dangerous/lethal threat. If they die because of it, its not your fault. But going up and shooting even the criminal in the face could put you in a bad spot light. Or so I've been told.

I can make the prettiest game in the world, but if the code runs like shit, gameplay is interrupted somehow or breaks down, it's going to suck.
I never got problems when I used to have it.
I've got some homework for you then. Play-through the entire first game once. Doesn't matter what difficulty. Just beat it.
Then play CEA with the new graphics just once. Doesn't matter what difficulty.
If you don't notice anything after that try playing The Library with a friend online.
If this is on MCC, then they fixed the issues, but on 360 they're still there.
I don't have consoles anymore, but I'll take your word for it.
