If you ask me, the IVs are better because they earned the armor and the augmentations while the IIs were just given them and told they were special.
So I guess first of all being individually selected from the entire population as genetically superior, then surviving intense training and conditioning prior to any augmentation, followed by an often lethal augmentation and then being guinea pigs for experimental power armor which also had a habit of maiming, crippling, or killing its early users, then carrying out impossible suicide missions en masse, is not considered 'earning it'?
I think this whole discussion is pointless, but what you're saying is just nonsense.

S4s and S2s are mostly equals. Hence why the gameplay stays consistent regardless of which team you're playing on.

Even if the canon somehow details how wrong I am, the entire game leads you to believe that these two protagonists are on even grounds.
Nah, they're pretty much equal minus the experience and training the S2's have. Even still, S2's have gotten eviscerated before through being unlucky or outplayed. Chief and the rest of Blue team got taken down by Insurrectionists and kept prisoner until one of them that broke off before the ambush came back to save them.
Big difference is that Spartan II's are crazy strong out of the suit as well, Spartan IV's well the suit IS their power.
Spartan IVs are augmented too. To a slightly lesser degree but hey are augmented.
Yeah they are augmented but like you said, to a lesser degree. That's why I said Spartan II's are super humans out of the suit, while Spartan IV's get their power from the suit. They won't beat a Spartan II if they aren't in their suit.
Spartan IVs are still superhuman without the suits.
In escalation you see Thorne and some other Spartans are attending a memorial for New Phoenex with the general population and they are giants in comparison to everyone else.
in fact, just stand next to Halsey in Halo 5 and look at how huge Spartan IV are in comparison to normal people
I don't know where this mentality that the Spartan IV are all somehow brain-dead cripples conscripted out of the trash came from but it needs to die.
For some reason everyone thinks being indoctrinated from childhood trumps being a well-adjusted veteran who didn't need pansy-ass armor or steroids to survive the war. This leads to the mentality of 'not a II = not a real Spartan, or at best an inferior Spartan', like some kind of superhuman race war.

Locke can kill just as well as John, though. And he did put up a decent fight in their obnoxiously slow cutscene battle.
