The bobbleheads are more than likely just an exp bonus to the skills. We've yet to see an actual demonstration of the RPG features. What matters is that skills are definitely going to be in the game.
Simmer down and grab a juice box or something. Bethesda are stupid, but not stupid enough to rip out one of the most integral parts to Fallout.

the visuals are gorgeous, it looks better than a Bethesda game has any business looking. Customization looks really good too.

They didn't really go in depth with it though. You are mostly going off of one screen shot. Nothing wrong with a voiced protagonist or settlement building.
