I don't think her introduction very cliche, just her character.
It's in a bunch of movies, TV shows, and video games. A prime example I can think of right now is when JK Simmons sits down with that lawyer chick in The Accountant and he tells her literally everything.

What exactly was "cliche" about it
I mean she could have been executed better definitely but I don't think cliché is the word you're looking for.
It's cliche because it's something you see in other media all the time. A character is introduced (Librarian) and spends the next 5-10 minutes dumping all sorts of information on what's happening to the main character(Chief) about the antagonist (Didact) and what his plans are. The Librarian is not seen again throughout the whole game except in this cutscene. It's a lazy and uninspiring way to tell a story.
