Yes of course that wasn't the capital gains tax (where most in that bracket make their earnings) rate which was only ~25% at Eisenhower's term and remained so until Nixon's term where he raised it to 36.5%. That of which was then raised even higher in Ford's term to nearly 40%. I read somewhere tax rates that high, had they not been cut, would have eventually severely harmed the economy. 200
