It's that he used the term "work camps." Historically they've never been beneficial for the person on the receiving end.

Yes of course that wasn't the capital gains tax (where most in that bracket make their earnings) rate which was only ~25% at Eisenhower's term and remained so until Nixon's term where he raised it to 36.5%. That of which was then raised even higher in Ford's term to nearly 40%.

I read somewhere tax rates that high, had they not been cut, would have eventually severely harmed the economy.

What's the process on these cases generally?

I would assume economic sanctions or revoking some member privileges if all persuasive dialogue fails?
Why not look it up and become better informed by learning things yourself?
