Our Galaxy is the oldest Galaxy in the known universe? Doubt it. The universe itself has 1 billion years over our galaxy. I'm sure millions of other galaxies have been created within that interim.
However stars and planets that would have existed during that time would have been extremely heavier element poor, only consisting of basic light elements, it's unlikely that life could have formed until probably our sun's generation of stars
