There's concept art of Jun's Reach-design sniper rifle and Emile's reach-design shotgun.
Knowing 343 they were both finished months ago and they're waiting to use them to pad out a shitty 'content patch', if the CE pistol is anything to go by.
What makes it really suspect is the fact that when they designed Halo 4, they programmed the weapon sandbox so they could easily shit out balance changes whenever they wanted to, thus all the early mods with replacing bullets with rockets, changing the aim assist, and a whole lot of other shenanigans.
I'd find it strange if a similar system wasn't in place in Halo 5. I mean is that not what all of the weapon variants are?

They designed the engine to be able to handle new weapons and vehicles being added in as "DLC". Older games wouldn't handle new objects being added, hence why you needed to fuck up your console to add new weapons and shit into Halo 3 and Reach (All the mods that added AA shades and campaign falcons were just utilising code from the map files and making it accessible to the player). Halo 5 is designed to have stuff added over time.
I'm unsure what your point is though, I was referring to 343 purposefully withholding content to pad out their content drops/ releasing the game without most of its vital features so it looks like we're getting more than some shitty skins.
I guess my point was that if the models and such are for those guns are indeed already finished, then why are they not released other than for reasons of padding out content, if implementing them is as simple as taking the sniper properties and tweaking them in that weapon tuning engine. After all in The Sprint didn't it take them like a week to get the Plasma Caster from Concept to working? Was it just Concept art or an actual Model?

The Reach DMR looked cool and all but knowing 343 they'll put Bloom back on it for a novelty gimmick and completely ruin it, or even better: carrying it replaces the thruster with armor lock.
