Way too vague a question. what kind of features being cut, what platform is being developed for and how intensive the game is (IE Battlefield-style destruction physics and FX or a top-down platformer with very few hardware-intensive features).
I mean, it's kinda obvious that he's alluding to Halo 5's lack of split screen in favor of 60fps.
I mean thats is kind of what mainly inspired it, but I had other games in mind too, such as things like Fighting games. There is a high demand for such games to run at consistently high FPS too. I found myself wondering if things have ever had to be cut from those kinds of games for them to run as needed for the competitive crowd. Dark Souls 1 is another thing that comes to mind becasue of how the framerate goes to hell in certain areas and makes the game more hellish than it already was. By the way what was the reason Ice Climbers got cut from Sm4sh? does anybody know?

Which one do you think is more important for such a game to have.

I don't hate 343 but the way they make Halo.... something is missing. Something big that Pre Destiny Bungie once had.
One thing I will admit BUNGiE did better was the huge set peices. Stuff like the Scarab, or getting to see Forward Unto Dawn Land pretty much right on top of you are things that simply haven't been matched in terms of sheer scale in 343i's games, although in Halo 5's case I think that was mostly due to Hardware limitations because of Muh 60 FPS
I don't think its that considering how Halo 3 and 4 got converted to 60 FPS.
Halo 3 and 4 are running on older versions of the engine that already ran well enough on 360. Running them at 60FPS is not problem for the New hardware. Halo 5 has alot more going on on the other hand. In fact there are a bunch of graphical compromises the game makes just to run the engene at a steady technical 60FPS, including dropping the rendered resolution and framerate of faraway objects.

Framerate doesn't matter though. What if Bungie intended for you to play the game at 20fps?
1fps is objectively the best if that's what developers intended
I could actually see some indie developer making some kind of Freeze-frame game based on playing at 1 Frame per sacond. Anyway lowered framerates do have noticeable effects on games that are meant to be played at a certan framrate. Reach for example is legitimately hard to play and even look at on Xbone because of how choppy the FPS is. It almost feels like there's lag even when you're playing offline sometimes.
