That would imply everyone would go out and just do coke and meth because it's legal, which they wouldn't.  Most people know the effects and stick to alcohol and marijuana.

I feel like consumers would be upset. Hey, here pay $10 for three maps you already have that you can play again, just updated in the H2A engine. Granted I would buy it for sure if there was a map pack featuring Containment, Terminal, and Relic.

They haven't said how much they would charge yet.  With how generous they are in regards to the pricing of the MCC as a whole they may have $5 for 3 maps or some other good deal.  Hard to say now.

So there's only 1 big map for BTB ? Kinda disappointing, I feel like 343i just gave everyone besides small team players the finger.

Atleast they made sure the Remastered maps look good.

It's believed they may offer DLC for halo 2 anniversary multiplayer.
