Seeing how Asia is becoming more united as the years pass, America wants to make a proposition to Canada.
Canada is listening.
America wants to join forces with Canada to counter balance the Asian powers. As the North Atlantic Alliance.
Canada accepts and with America's help  might expedite Project Pertinent seeing as the implications are mutually beneficial.
