A chore? I had been a forum ninja in a large group long ago and it was never a chore.
It's all dependent on the type of moderation the staff is going for along with what kind of community you have on any given site. Fairness isn't the easiest thing to uphold when everyone has wildly different viewpoints.

Blue = nothing new. Red = new notification. It stays up there as blue so you can check older notifications, obviously.
