When they try to do "gray" moral choices, they fall flat on their face. Their solution to making something morally ambiguous is just to make both options suck. You can see this in the Tenpenny Tower quest line. Either you keep the ghouls out, and have the game call you an evil racist meanie, or let them in and have them slaughter all of the current residents. There is no "good" option, no silver lining. Both options are wrong. You have nothing to strive for, and a good player will be driven to apathy rather standing by their tough decision. The gray area in the Pitt DLC comes down to both sides being completely unlikable, and you choosing the lesser of two evils, instead of what you believed was right. This also comes up in the Skyrim Civil War quest line. It doesn't matter whether you pick the Legion or the Stormcloaks; both are terrible and you feel like an asshole after. Most people end up just hating both sides and choosing to ignore the quest line all together.
Compare this to New Vegas' factions. If you go onto any Fallout or gaming forum, you'll find vehement supporters for all four sides of the war, even Caesar's Legion. All choices have their strengths and their drawbacks, and the choice lies in what the individual playing the game believes is right, not just what they dislike the least. That's how you do gray moral choices, not this weak-ass "both options suck balls" bullshit that Bethesda does.
