At the very worst it sounds like early signs of dementia, at the very least it could've been he slept too much/little or it wasn't a restful sleep (i.e. sleep apnea).

Nuclear weapons deter from major conflicts between the industrial powers.
For now, it's a necessary evil as one user mentioned. However, eventually nuclear weapons will be utilized again if they continue to exist. I think gradually diminishing nuclear stockpiles is the most reasonable route if we want to avoid being retarded by bombing the shit out of each other.
