Because there's a difference between capitalist countries and countries which use hybrid capitalist-socialist systems.
If your economy is based around spending and accruing wealth, it is necessarily capitalist.

To be honest, a 2 GB 960 isn't going to get you very far.  Most newer games are starting to demand 3-4 GB of VRAM from the user.  Of course, you're not going to find a 4 GB GPU for under $200.

I don't understand why they couldn't just do 720p on the Xbox One and 900p on the PS4 with a better framerate and more visual flair.  1080p isn't worth a damn if the game runs like shit.

I honestly wouldn't mind a world that has less expansive areas and more smaller, more detailed areas a la Witcher 2.  I mean, they could've made NV half the size and it would've probably been a better experience because there's fuck all to do in the southern and northwestern parts of the map.

I'm hoping it'll take place in Boston.  I mean the Commonwealth was mentioned a dozen times in Fallout 3, and one of the main story characters (Doctor Li) ended up going there after you activate the purifier.  I can imagine a story where the Institute is having some sort of catastrophic level of trouble, and it's up to you, the Lone Bongarong, to fix it (actually a story that begins with you coming to America from England via boat would be kinda cool).

They didn't really downgrade it.  What you saw in the 2013 trailer were assets made specifically for that trailer.  When they did the actual world-building they started with assets that would work on both consoles, and then decided to make that the standard across the board because they viewed improvements for the PC port as too costly as far as money/development time goes.

Thing is, while the game doesn't look bad per se, it doesn't really look good for a game coming out in 2015.  Compare it to MGSV and tell me it isn't lacking.
