Shit like that had to be dumbed down because of the hardware at the time. Atmosphere was supposedly improved upon in the xbone/ps4/pc versions of the game
I don't know GTA V just didn't have that gutter feel GTA IV has. It was a little too lighthearted.

They're both great though.
It comes with the setting.  GTA IV was parodying the hopelessness of New York and the American Dream.  GTA V parodies the valley girls and cultural oblivion that is LA.

VRAM is what the computer loads textures, AA, lighting (etc.) into.  Only having 2GB of VRAM is going to give you more stuttering and more pop-in.  Having a 4GB card (GTX 770) is why I can still run games on high/ultra settings.

And just as a general rule of thumb, any X60 release by NVIDIA is going to be more or less the same as the last generation's X60/X70, just a bit faster.  For instance, the 760 is only about 30% faster than the 660, while the 770 is between 50% and 75% faster, depending on if you overclock it.
