The actual bill does not decriminalize it, it merely removes HIV-specific pieces of legislation (which were based on outdated medical opinions and even criminalized behaviors we now know can't transfer HIV) to bring the practice in line with existing rules on transmission of infectious diseases and avoid people not seeking treatment because of the consequences of these laws. It'll now be treated no differently from infecting people with other infectuous diseases, meaning that it's still 100% illegal and fully criminalized. And never mind that under the current bill only a handful of people are prosecuted every year and the majority (95 fucking percent) of them are people soliciting prostitution, as found by UCLA Law School research.
Unfortunately, not everyone is going to be this skeptical or even begin to care. Thousands of people watching this will just take this guy's exaggerations and factually incorrect statements as truth. They'll be outraged and have a circlejerk in the comments section with other people who hate "the left" and endlessly blame snowflake SWJ's or regressive liberals. Then they'll forget for a while, until it comes up in a real conversation in which they tell their friends, family, colleagues or acquaintances about how commiefornia liberals are making it LEGAL for people with HIV to INTENTIONALLY infect others and MURDER them through disease because LIBERALS STIGMA AND SNOWFLAKES. And so a growing number of people will take inaccurate bullshit for granted and subconsciously file it under the stupid identity politics "us vs. them" mentality, only to consider themselves among the righteous enlightened right caring about actual FACTS and REASON while the damn left is all just about petty feelings and sensibilities, even on such an obviously simple topic as infecting others with HIV. And that is how post truth, fake news and moronic identity politics / populism take hold too.
And that is exactly the reason I don't care to watch most political youtubers push biased and often misleading shit on people only looking to reinforce their own bias. Because it's legitimately depressing and infuriating.

Good luck. Biggest flaw is the pacing issues. There are episodes that are just exposition with a two minute fight scene tacked on at the end that takes place in dimly lit rooms with cuts every 1.5 seconds. The camera work is pretty shitty at times, which is a shame because the fights at least seem well choreographed.
