Personally, I couldn't support capital punishment on some sort of retributive moral foundation. I could only support it if it operated as an effective deterrent, and I really can't form a conclusion on the matter. We have retired federal judges coming out against it, and studies which show 88pc of criminologists reject the idea that the death penalty lowers homicide rates. It seems almost to be the "technical" consensus among anybody with a semi-decent understanding of the issue that capital punishment doesn't, in fact, deter crime. Yet this doesn't really demonstrate the whole picture. A 2007 study showed a significant negative correlation between executions and homicide rates the following year, over the course of 1979 to 2007. They went on to conduct an analysis to see if the correlation was coincidental, and concluded that the chances of it indeed being coincidental was an astronomical 18,000-to-1, and that each execution seems to be associated with 71 fewer murders in the same year on average. There have been more conservative estimations of the deterrent effect--ranging from three to 18--according to an economist's testimony to a Senate committe, which an study by another economist and law professor corroborates. There have, in response to these findings (back in early 2006), been accusationsof methodological issues, and people like Jimmy Carter have noted how Red states who perform 80pc of the executions normally have higher homicide rates (no idea if this is, indeed, true). Came across this interesting paper from about a month ago.
The most accepted theory for the drastic decline in violence between 1500-1900 is known as the "civilising process", which describes a growth in centralised state power over fiefdoms and the establishment of a monopoly on violence. The problem with this theory, however, is that there are some rather large holes it would seem. For instance, both Belgium and the Netherlands were essentially leaders in this decline, yet they lacked such strong centralised governments deemed to be the progenitors of said decline. The same is true of Sweden. Contrast, also, with Italy which were lagging behind the trend despite the presence of large, bureaucratic governments. Evidence from America also suggests that, while it may not result in an overall decline in violent crime, easier access to firearms decreases the murder rate. And again in England specifically, some studies have demonstrated a correlation between a high density in firearms and a low number of violent crimes. Minsk II is essentially a thorough protocol for sucking Putin's cock. Ukraine has lost much control over the south-eastern regions of her territory, as they become Russian protectorates. The so-called "People's Republics"--ring any fucking bells?--of Donetsk and Luhansk are essentially puppets of the Kremlin. Unconditional amnesty will also be granted to the pro-Russian militants who fought in the "self-defence forces", and they also get to keep the weaponry supplied to them by Russia. And, on top of this, the Ukrainian government will have to pay for the re-establishment of the financial services in these regions, as well as uphold obligations for social transfers like pensions and the salaries of civil servants. Furthermore, Russia is being rewarded for its participation in the "peacemaking", and will likely see a reduction--if not abolition--of the economic sanctions she has been under. Not only are we giving perhaps the most dangerous world leader a foothold in a country he sees high utility in, we're also cutting him some fucking slack.
