The way I got my evo was through cutting a deal with a local Mitsubishi dealer, before that I had a WRX that I poached off of a sucker who thought his stock WRX could handle my friends heavily modded Integera, it was a clean sweep, and the dude was so fucking salty after, saying I had Nitro and shit while he saw the engine himself.
The best way to get into rally is to have friends who can also be sponsors, that's how I got in, told the guys at registration that I was already sponsored and they let me right in after the paperwork.
From this information I think that you're a racer? I have little idea of what you're talking about.
Rally, which is off road time trials in it's basic form, the difference is that you don't know the track until the day of, and you have your spotter giving you the directions to navigate as best you can, all based off their notes of the track before you go through it.

Again, just brake lightly enough that the lights trgger, but you don't slow down, tailgater sees the brake lights, they slam on their brakes and you speed the fuck up.

I don't own it, my wife owns it... and the only reason she got it was because of the Evos, we needed some way to move both them and the repair tents around. She instantly fell in love with it once she got behind the wheel though... it's a really fun truck to just drive.
