Better dialogue system.
It actually had more than 2 unique towns that were far more interesting than any of 4's.
RPG mechanics.
No gimmicky shit like settlements or the legendary system.
There was actually an element of choice rather than forcing you to be either the good guy or the good guy on a bad day.
The game doesn't force you into a specific character, it lets you be whoever you want.
An actual atmosphere.
More unique weapons rather than just workshop weapons with a flashy effect.

And aesthetic? What? It wasn't even a Fallout aesthetic, it was a generic post-apocalypse aesthetic. The only things Fallout-esque in the slightest were the billboards.
lol now this is just dumb. This is a view of Necropolis from Fallout 1.  This is a view of the DC Ruins from Fallout 3.  Pretty similar in appearance and atmosphere. I'd go on more on the aesthetic thing but I've literally just woken up and would rather be getting ready for the day than having this discussion again right now.
